In case a port use apache13 and for example PHP MANUAL_PACKAGE_BUILDING
should be defined as soon as apache22 is the default to prevent build
 issues on pointyhat.

Either I'm reading this wrong or one of the 2 of us is confused. I don't
know that I've ever actually run php with apache13. Only ever 20/22.
PHP sure does build with 2+, and in fact the default freebsd packages
should switch to that when we pull the trigger. If this isn't the case,
then we need to change something 1st.

At any rate, ohauer, this is like --- freaking awesome. Most excellent
 work and documentation.
