The distfiles are always available at ftp://ftp.freebsd.org.  With the number 
of packages growing so rapidly and the fact that most people want the packages 
and not the source, sometimes we have packages with no source.  We are not being 
subversive in any way or trying to break with the spirit of the GNU license 
we simply don't have enough room to fit all packages and distfiles on the four 
discs we have for each release.  Besides according to the GNU license we have 
to distribute the source to only those that ask for it.  So if you are asking 
for the source you can get it from here: 

ftp://ftp..freebsd.org/pub/FreeBSD/ports/distfiles/xwpe-1.5.19a.tar.gz
