 Please, don't do this. It's not a misc/mc problem, it's only libslang2' 
 realization of painting pseudographics. 
 Use mc -a or back to libslang1 if You want to see nice frames.
 libslang1 also has support for utf8, please search in PR base for a patch.

- I see correct pseudo-graphics in mc in gnome-terminal w/ UTF-8 encoding 
(locale is set to any UTF-8, e.g. en_US.UTF-8, or ru_RU.UTF-8). 
- There is a workaround for text console: use -a 
- The problem is in slang2 library, not mc 
- mc will not be switched to slang1 unless slang1 is built with UTF-8 support by default
