 My description is wrong, sorry. I feel stupid.
 
 This actually happens in a diskless machine so what is relevant is that 
 the target root filesystem system is NFS mounted.
 
 Both install-info and install scripts calling chflags breaks install.

You can remove suid operation with INSTALLFLAGS_EDIT.
