Then there are two items
              1  most locations
              2  south Ryukyu Islands
Currently, Japan has only one time zone. Maybe someone is
misunderstanding that some southern islands of Japan belongs
to another time zone, but it is incorrect

This very topic has jsut come oup in the tz mailing-list.  When 
a resolution comes, I'll see about integrating the latest database. 
(We're somewhat out-of-date and need to do that anyway.)

 Now this problem is fixed in tzdata1999b.
 We may need to import this into 4.0-current and 3.0-stable branches.
