We know, this is an already reported and closed PR.  It was actually 
that way in 2.2.2 also but nobody seems to have noticed. :)  This was 
fixed recently by adding in the concept of "DOC ports" that need to be 
built by the release tools before the docs can be formatted and installed. 

Unfortunately it's also made the release building process about 100% more 
fragile as the release will fall over if it can't find these ports, but 
c'est la vie!
