	Then, I hit ESC key to invoke sub-shell.

	The shell didn't start.  Instead, a dialog for reboot-
	confirmation was shown.  (A same dialog as that for CANCEL?)

This is actually not a bug. 

This feature is gone now.  A diagnostic shell is started on VTY4 as 
soon as it's safe to start one, and ESC was a poor choice for shell 
execution.  Now ESC is synonymous for "Cancel".
