This sounds like a configuration file issue. Could you try taking 
it up on the freebsd-questions list, including a copy of the config 
file.  If you can locate a racoon users list it might be even more 
profitable to take the issue up there. 

If the problem turns out to be related to the freebsd racoon port 
in particular, then we can open a new PR (please mark it as a ports 
PR not a doc PR).
