When trying to make a kern.flp floppy disk, the dd responce comes out Okay. When trying to boot from the kernel disk, a EOF comes after the data=* is loaded off the disk.

 It should be a local error, floppy disk is broken or something like that.

The floppy images for 4.6 release are fine, this sounds like a bad floppy. 
Note that sometimes dd(8) will succeed in writing but the floppy will still 
fail when read.  Using fdformat is a good way to check for bad sectors.
