 Please try it on 4.5-RELEASE and report back.
 
 For what it's worth this problem does not happen on FreeBSD 2.2.8-RELEASE
 
 Also, see if you can shutdown system from a ssh or Telnet window
 from another system on the network (I assume that this system is
 on a network of course)
