Only hardware-reset unlocks.

shutdown -p now works.

This ONLY with the first boot standard kernel!

 Hi,
 
 It sounds like your system is doing exactly what you are telling it to
 do.  "shutdown -h now" should cause your machine to halt, and is.  If
 you want it to reboot, use "shutdown -r now"?  Or am I missing
 something?
 
 Also, you mention that you are using a custom kernel.  What differences
 are there between that and GENERIC?

 No. After shutdown -h now the key <Enter> reboots.
 But at the reported event, <Enter> had no effect - frozen!

 For others - I don't know.
 Now I have 6.2-RELEASE installed.
 
 It was frozen only with 6.1 kernel GENERIC.
 
 shutdown -h now   finaly puts a message:
 
     xxxxxx  xxxxxx xxxxxxxx
     yyyyyyyyy  yyyyyyy yyyy
     _
 
 and waits for pressing any key.
 But pressing any key had no effect - frozen!
