>Description:

After a panic, the system says

Automatic reboot in 15 seconds, press any key to abort

but keypress has no effect, it reboots anyway, making it hard to
	recover the panic message.

I think this feature worked before, but I'm not sure whether it
worked after I switched into pcvt.

>How-To-Repeat:

Get a panic and see if you can stop the system from rebooting.

This is a pcvt bogon. I have yet to figure out why this happens.
(The code to handle this is there and "looks right", but it never
worked after the transition to the cnstat() functions.)
