Submitter likely enabled ibcs2 emulation in sysinstall or some such.  As such 
it is a duplicate of 73798.  If the submitter doesn't need ibcs2 emulation 
they can just turn it off as a workaround.  Alternatively, there is a possible 
patch in the audit trail of 73798.
