i have user "jail_user" in the jail with id 2000. i dont have a seperate
partition for the jail so i added a user to the host environment with
the same id called "host_user". when i apply quota to host_user from the
host environment, the several processes get stuck in "inode" state
after some time (a few minutes). trying to reboot the system doesnt work
as all processes seem to hang in that state (even "reboot" itself).

i had the same issues before, when i tried to use quota on a "vnconfig"
based filesystem. when i did a "ps axlw" on the host environment i could
only see the jail-ed environment processes, so i tried to reboot and
noticed some processes stuck in "inode". i guessed on shouldnt use
quota on vnconfig filesystems, so i tried the other aproach i mentioned
above.
