>How-To-Repeat:
I executed the following ipfw commands

ipfw add prob 1 pipe 1 tcp from 127.0.0.1 to any in
ipfw pipe 1 config bw 100MByte/s

Then I "telnet localhost 25" which causes the machine to hang.  Not even CTRL-ALT-DELETE works.  I have to do a hard reset to reboot the machine.  All network connections to the machine is also lost.

I cannot reproduce the problem here. Unless the problem is different 
(e.g. trying to set too large a bandwidth, e.g. 1000Mbytes/s, which 
triggers a different bug which I just fixed), or the 
originator can give additional info on how to reproduce it, 
I am inclined to close this PR.
