console keyboard is completely dead - Numlock, Caps, Scroll lock leds
state doesn't switch. Problem is irregular, and I can't cause it when
I wish.

	This problem was at 2.1-RELEASE, 2.1.5-RELEASE and, in all
previous 2.2-SNAPs too.

Syscons problem. 

I've noticed something similar in the past is I switch vtys too quick 
when exiting X-windows.  E.g. if I hit <alt>f2 too quick after exiting  
, except for the console.

Most of these kind of problems has been fixed by the kbdio 
stuff. There still remain some very hard to fix racesituations 
in syscons though.

 Isn't this PR fixed by YOKOTA-san in 3.x and CURRENT by now?
 
 I at least, under 3.x and CURRENT have trouble recreating the problem
 anymore.
