Not a bug. You need 4 pairs(all 8 pins) to establish a gigabit 
link. You may argue PHY should do downshifting to find next  
available speed as well as correcting pin polarities. This feature 
is PHY specific one and I think RealTek PHYs do not support 
automatic downshifting.
