	Dual Pentium Pro 3.1-STABLE machine.

	Quota's seem to be slowing the machine down on both console
	and network.  Ping rates to a machine right next to it on the
	switch are well above the normal.

	Before enabling "options QUOTA" in the kernel:

	> ping pompano
	PING pompano.pcola.gulf.net (198.69.72.14): 56 data bytes
	64 bytes from 198.69.72.14: icmp_seq=1 ttl=255 time=0.607 ms
	64 bytes from 198.69.72.14: icmp_seq=1 ttl=255 time=0.607 ms

	And after:

	> ping pompano
	PING gulf.net (198.69.72.14): 56 data bytes
	64 bytes from 198.69.72.14: icmp_seq=0 ttl=255 time=76.822 ms
	64 bytes from 198.69.72.14: icmp_seq=1 ttl=255 time=38.613 ms
	64 bytes from 198.69.72.14: icmp_seq=2 ttl=255 time=114.532 ms


	After doing the same exact thing on a Pentium 100 running the
	same 3.1-STABLE codebase, it worked.  It just will not function
	correctly on this SMP box.

	On a 3.1-STABLE SMP machine, do the following:

		1.)  Build a kernel with quota support.
