 I am MR CHRISTOPHER MARK an American citizenry from Washington, head of 
 International Monetary Funds delegates working in conjunction with Central 
 Bank of Nigeria. 
 
 In reaction to many complaint/petition been forwarded by to our office in 
 Geneva by Foreign Contractors owed by the West African sub-region countries 
 especially the Federal Republic of Nigeria and Cameroon for their 
 continual/consistent un serious manner of approach to quick payment of 
 foreign contractors companies that had executed contract in their land which 
 had contributed to the overall development of such a country is enjoying 
 today, it has become imperative for IMF to intervene and access the extent 
 of damage as this is affecting IMF credibility as these countries financial 
 policies are been regulated by us. 
 
 The International Monetary Fund (IMF) is working in conjunction with the 
 Central Banks of these countries with its council of international financial 
 experts, mandated to carefully and comprehensively review all unpaid genuine 
 contract entitlements and effect payment to deserving contractors been owed. 
 
 In other to perform our set objective, we need to hear from you on why your 
 contract entitlements had not been paid and the reasons given by the various 
 government bodies of such countries as this will help us understand the 
 situation of things and guide us on our reconciliation/payment approach in 
 such state. You may know that the International Monetary Fund (IMF) had 
 borrowed monies to African countries for such purposes and after various 
 assessments we are not happy with the situation, and this is impeding us to 
 release more funds for such projects and on this reasons we have been 
 mandated to pay contractors with genuine claim directly from the purse of 
 IMF and termed it as borrowed monies to such African country. 
 
 As a result of this we require you forward an official letter indicating 
 that you’re one of such contractors that had not been paid and we shall 
 investigate and put you in our contractor payment schedule immediately. and
