this happened after upgrading from 4.4 to 5.0

I followed all the instructions in the UPDATING file.

 Apparently, OpenPAM is still using the old PAM policies from
 /etc/pam.conf.  This shouldn't happen since /etc/pam.d/ has
 precedence.

Close PR since 5.0 is no longer supported and this sounds like a 
problem caused by the submitter not running mergemaster; both points 
mentioned by des two months ago without further feedback from the 
submitter.
