Some of the devices that aren't getting detected, but are present include a
built in camera, TV tuner, bluetooth, and a MemoryStick slot.

About 70% of the time when booting up, I don't get any console from after
the boot loader is finished until the login: prompt.

Note this isn't the same as kern/45574, I eventually do get a login prompt,
it sounds like he does not.

When it works/doesn't work, I don't see any difference in the dmesg output,
so that's not too useful, and I haven't found any kind of pattern as to why
it works sometimes. A GENERIC kernel also exhibits this behavior, and this
works fine in 4.7.

On a good note, accelerated XFree86 works great, even with the funky aspect
ratio of the monitor.
