When attempting to install from the 4.6-rc2 install iso, the system faults with "panic: timeout table full".

After removing QL2200 adapter (which was not hooked up to a FC switch or hub or target), the system booted the install disk. 

THe 2200 I am running is actually the dual port model, 2202.

Motherboard is an Intel P4 desktop board, running a 1.6A/4000 P4. 512MB SDRAM, 1 10/100B NIC, 2 10/100/1000 MT NICs, and an ATI RAGE video card.

a) What was the connection topology (what was connected to the 2202s) 
b) does this occur with FreeBSD 4.8?

After corresponding with the submitter and determining that nothing 
was attached to either port and reviewing the code, I believe that 
this issue was addressed by the addition of a kernel thread that 
handles loop up/loop down states.
