How could you create an image that will not burn?  Maybe some systems let you over burn, but it is not a good idea to do that.  Quite a few systems will not succeed.

 The 4.0 iso I have is:
 
 rw-r-----  1 wkb  wheel  656562176 Mar 24 08:13 x86-4.0-install.iso
 
 Which fits just fine on a 74minute CDR.
