sendmail_submit_enable="NO"
sendmail_outbound_enable="NO"
sendmail_msp_queue_enable="NO"

lost all network connections to any local port IP4, but if you go locally as root and execute the command ping any IP network, all connections are restored

Hello, I think we should first investigate whether or not this is a 
problem. You can do that on the questions@freebsd.org mailinglist. 
Perhaps something else is wrong (physically) or you indeed might have 
spotted a bug. If this is a bug then you can file a Problem Record (PR) 
and notify me that we need to reopen this. We need many more details if 
this is indeed a bug, which we can sort out at that moment. That said: I 
would like to thank you for trying to make FreeBSD better, it's greatly 
appreciated!
