Could not access any shell since the upgrade.

I have a PowerMate P60M from NEC. I upgraded from 2.2.6 to 3.2
I re-instaaled the upgrade 3 times but still can not start any shell.

System is live with FTP and TCP-IP running. I can ping on it or FTP in and OUT but can not telnet-rlogin at all.
