 The failure occurs very early on, following detecting the IDE media
 discs the screen clears and the next message is "Read error" appears....

 It has been suggested to me the problem might be from a proprietary BIOS
 however that was not very convincing as this is a Dell...BIOS A13.

 If I can help any more do let me know.

 What you are describing might exactly be the problem. The Dell BIOS might
 have been altered a bit or something. There are newer versions for the
 BIOS available as I saw on: http://ftp.us.dell.com/bios/
 
 Would you be so kind to see if there is a newer version for your model,
 and whether flashing it to that BIOS might resolve the problem? Ofcourse
 read the instructions for flasing carefully!

 As best I can tell the A13 BIOS was the latest written for that model, see

 From the ftp link given below the same (latest) file exists:

 As it was the latest it may be the problem is still in the latest - or it may be arising from outside the BIOS - which is why I made 
 the post.
