This hardware boots 6.2 and 6.3 just fine.  This problem is new with 6.4.
I've confirmed the problem with the entire class of machines, this isn't
limited to just one system.  I tested on 4 different rackable systems
dual-intel motherboards and all demonstrate this problem.

I have a test system I'd be happy to ship to someone, or set up for remote
console access.

 Jo, I unfortunately don't have any insight on your bootup issue, but
 could you add to this PR information about your specific motherboard,
 BIOS release date, etc.  so that it's all available there when someone
 looks into this?

as Ed already requested, please give us machine specific information. 
Alos I'm wondering how much memory your machine has and what about 
your swap space allocations? 
Can you boot up a live CD and show us the dmesg?

 The systems have been from Rackable C2004, dual Intel processors,
      4GB ram, scsi disk, motherboard is Tyan S2720
 
 FWIW, problem is repeatable on SATA disk interface as well.
 
 Keyboard is a Microsoft Natural Keyboard with a PS/2 interface,  
 although I have tried a Compaq and an HP keyboard with identical  
 results.   I don't have a USB keyboard handy to test with.
 
 Swap space is 2gb, single partition in the normal space (0b)
 
 Partition map is simple:
     2gb root
     2gb swap
     4gb var
     (*) d
 
 
 I'll get the dmesg later today.
