send-pr works on a -current system. 
Maybe temporarily or user environment problems. 
Even setting EDITOR environment variable to "" 
doesn't disturb send-pr. 
Setting EDITOR to " " leads to an error message. 
I think this PR can be closed. 

Workaround: upgrade your -current system using 
cvsup and rebuild the world.

    I tried Andreas' suggestion.  I did a cvsup, make world, and kernel build.
    This took many hours, especially since I had to try about 3 edits of
    the standard-supfile.  Finally, all executed without any error messages.
    Result:
    No help.  Send-pr still does nothing.
