>Description:
Sometimes, ppp.conf and ppp.conf.sample are marked up as filenames and
sometimes not. I would suggest to allways mark them up as filenames.

State-Changed-Why:
I did not find any of the listed instances of ppp.conf or ppp.conf.sample
outside of <filename> tags. Though, I added some <filename> tags around
the files listed in <title> for consistancy with the chapter.

This patch is against book.sgml when in fact we use ppp-and-slip/chapter.sgml

Thanks for the submission!
