 I ran into the same problem.  The package:
 ftp://ftp.FreeBSD.org/pub/FreeBSD/development/CVSup/cvsupit.tgz
 
 installs an outdated version of cvsup.  This version
 of cvsup will *NOT* work with any of the FreeBSD cvsup servers.
 
 The version of cvsup in this file should be updated to the
 latest one from John Polstra: http://people.freebsd.org/~jdp/s1g/
 
 At the very least, the documentation in the FreeBSD handbook
 should be updated to reflect where the latest version of cvsupit
 lives.

Packages in the documentation should be referred to in <filename 
role="package">.  This package is no different than hundreds of others 
in the Handbook.  It should never have been referenced with a specific 
link for the package for a certain release and architecture of 
FreeBSD.  The rendering for <filename role="package"> could be 
enhanced to include links to download the package for different 
architectures, but thats another issue.
