actually tried subscribing to the list they have, but its no good, majordomo
just returns "unknown list" or something like that.

No, the committer's guide is correct.  cvs-all is a public 
mailing list (i.e. anyone can join).  cvs-committers 
is a list to which all committers are subscribed automatically, and 
which non-committers cannot join.  In practice, the set of 
email messages sent to these two lists is almost identical.
