I think this is because using the web form to submit diffs is discouraged. 
It doesn't do well with tabs, and somebody that can generate a diff can 
probably use send-pr(1).  Esp. if he's a maintainer. 

For similar reasons (I think), send-pr(1) doesn't list the 'wish' category.
