 Files in the /etc/defaults directory specify the default settings
 and can be overridden using a file in /etc, for example, rc.conf.
 
 So basically you use /etc/devfs.rules to override defaults
 specified in /etc/defaults/devfs.rules.  If this does not work
 for you or you are seeing a different behavior, please let us

 I agree this makes it much clearer. Even though it's the same semantics as 
 periodic.conf and rc.conf, the important part is that conflicts are resolved 
 at the rule number (which is counter intuitive, since add include uses a name 
 and can lead to surprises).
 
 Also, I recently discovered that add include is not recursive, so one cannot 
 do this:

 add include $devfsrules_hide_all
 add include $devfsrules_unhide_basic
 add include $devfsrules_unhide_login
