Is this still teh case?  src/Makefile's comment implies that 
"make upgrade" is only for the 2.2 -> 3.x transition.  Whenever 
I've rebuilt the world, I've always used "make world" and 
not "make upgrade".

"make upgrade" is for aout-to-elf switch.  "make world" is the correct 
command for general upgrades.  world will (should) warn you if you need to 
do a "make upgrade" explicitly.
