Under graphics environments keyboard layouts czech, czech_qwerty, slovak,
slovak_qwerty are able to write central european characters by pressing
one key or using deadkey+character. Deadkey for accent "" works
correctly (eg. [=]+[a] makes ""), but deadkey for wedge "&#711;" is
missing or not works. Usually deadkey is placed as "+", i.e. [SHIFT]+[=]
and allows to write characters "&#271;" (d with hook), "&#328;" and
"&#357;" (or "&#345;" on SK keyb) that are not present in cz/sk keyboard
layout.

simply add czech and/or czech_qwerty keyboard layout (setxkbmap -model
pc105 -layout cz_qwerty -variant basic) and try to write &#271; &#270;
&#328; &#327; &#357; &#356; or any other character that using wedge
(&#318;&#317; &#283;&#269;&#345; &#282;&#268;&#344;)

Anyway, into what application you're typing? Here, the dead keys works fine 
in xterm - I can't reproduce the problem you describe.
