perl is a special case in that it was removed from the base system and 
so it is now automatically installed as a package for backwards 
compatibility.  We have no such obligation with cvsup, or sudo, or 
python, or the hundreds of other "must have" third party packages. 

cvsup is on our short list of "important" packages that should be 
included on an installation CDROM, but we should not take the extra 
step of automatically installing it for the user.
