	This is a change of functionality from 2.0-RELEASE, where a
	non-anonymous site was able to be specified by entering a site
	name without a URL

This is not a bug, this is a feature.  Given the structure 
of the ftp installation now, especially as it no longer 
"hits the disk" for intermediate files, I feel the trade-off 
to be worth it and will not be changing this.  Those wishing 
a different local installation method can use NFS.
