FreeBSD host is configured for dial-in connection running std getty
deamon that starts the profile script containing start of ppp user
process in a -direct mode.
When starting ppp negotiation the FreeBSD refuses acknowledgement 
of all types of MAGICNUMBERS submitted from Cisco 2511 Access Server.
FreeBSD likes the only 0 as a MAGICNUMBER (?).
Besides the negotiation takes the long time (due to above) and finally 
the async interface on dial line is reset.
The reset is also causing by unexpected hold of the transmission on the 
for a few seconds - this break breaks also the ppp negotiation phase, so
finally the connection is forced to reset state.

Cisco 2511 configured for DDR to FreeBSD static route over dial-out line.
FreeBSD host configured for dial-in connections using
std. gettty process and login script that starts ppp in -direct mode
and with ppp configuration options as following:
dial-in:
 set device /dev/cuaa1
 set speed 38400
 set ctsrts on
 disable lqr
 deny lqr
 disable passwdauth
 set openmode active
 set ifaddr 195.116.220.125 195.116.220.163 255.255.255.0
 add 0 0 HISADDR
 set timeout 60

Well, something is really fishy with your setup, it seems.  Anyway, 
without more debugging information, i'm afraid you can't be helped.
