When invoked from the command line, send-pr accepts the PR as usual
but upon arrival at FreeBSD-gnats-submit it apparently is uncategorizable
and winds up with a category of pending and the gnats-admin worker
has to manually fix it.

Besides the extra work for the gnats personnel, the pending bugs 
don't seem to be echoed to the mailing list so
they may not be searchable as easily for those of us who do 
that sort of thing.

Also there is no confirmation by gnats that the PR was received...
can't easily followup to one's submissions without reading freebsd-bugs.

One gnats-admin worker notes that the web interface works.  This
is rough on uucp folks.  If someone would point me to the source for
the .cgi on the web site so I can see what freebsd-gnats-submit 
expects I'll take a crack at fixing up send-pr to generate the right

Funny you should mention this.  Per our conversation I started 
watching PRs come in to see why they were being misfiled.  It seems 
in most cases (and yours in particular) the 'Category:' was not 
filled in or it was put on the next line.  When GNATS gets confused 
it sets the category to pending and assigns the PR to gnats-admin. 
I will work on putting a newer version of send-pr in the tree later 
this week.
