Non-standard configuration: kernel with HZ=1000

>Description:
After upgrading system sources with CVS (which applies the sendmail-specific
patches mentioned in FreeBSD-SA-06:13.sendmail) and installing the fixed
sendmail (cd /usr/src/usr.sbin/sendmail; make clean; make; make install), we
saw almost every outgoing mail connection failing in data phase with:

Mar 24 11:05:27 balrog sm-mta[91089]: k2O99C7t086063: to=<XXX>, delay=00:51:45, xdelay=00:00:00, mailer=esmtp, pri=3960342, relay=YYY., dsn=4.0.0, stat=Deferred: Resource temporarily unavailable
Mar 24 11:20:00 balrog sm-mta[91086]: k2O99C7t086063: SYSERR(root): timeout writing message to YYY.: Resource temporarily unavailable

with verbose tracing, this happens pretty immediately upon entering DATA
phase.

>How-To-Repeat:
send outgoing mail.
Note: sendmail-8.13.6 has the same issues.

>Fix:
Reverting to pre-patch sendmail.

Sorry for the (unexcusable) delay. I've seen no other reports of this.
Does the problem still exist?

I can't really answer that, because I afterwards switched to the ports
based sendmail, did a couple of tweaks (not timing related though), and
we're thus no longer using the system sendmail on our mailservers. I
still have no idea about what caused these problems in the first place,
I'm just glad they're gone. If nobody else spoke up regarding a similar
case, I suggest to close the PR.
