 With 4.7 RC-2 the problem appears to be fixed,
 
 a warmboot from win98 to 4.7-RC2 now results in a successful CIS-read and the card lights up
 successfully and i can ping my favorite external ping recipient.

Followup to bin/32895, misfiled as a new PR. 

Thanks to Warner the original problem is fixed now.  Many thanks to 
John L. Utz III <john@utzweb.net> too, for testing a newer FreeBSD 
release and verifying that the original problem is gone.
