Note that freshly CVSup-ed -stable still has same problem.

      Prepare freshly installed 4.5-RC box with a user account who has
valid passwd entry, and has no /etc/opiekeys entry.
 From other machine, OpenSSH 3.0.1p1 (or newer) installed, use ssh to login
the 4.5-RC box.
