Behavior duplicated with at least 3 ISPs.

The default LQR behavior fails every time, claiming that no echo
packets were received.

disable lqr is the only workaround I have found, but the risk is that
hung links, which lqr could detect, will not be found. This behavior
has been noted since, like, 2.2-9605xx

Responsible-Changed-Why:
I'll never fix it unless it's assigned to me. Server side LQR works, it's
just the client side that's flakey !

 Nick,

Can we re-try this ? LQR now works with my ISP, and works
over a ppp <=> ppp direct link. The only problem that has
been found (& fixed) is that once the line was lost due
to LQR failure, it would never survive again in -auto mode.
The "current number of failures" variable wasn't being
 re-initialised.

 Thanks.
