Recently upgraded - using ijppp to connect to ISP

Even when running '-q' routed kills the default route when the line
hangs up.  It also makes it impossible to reinstall the default route
manually (network unconnected).  This makes it impossible to run ijppp.
Note that if routed is then killed (TERM) the default still cannot be
added manually.
The old routed would kill the default route once, then if manually
added it would leave it alone, allowing ijppp to run long term.

>How-To-Repeat:
Run the new routed with ijppp -auto.  It won't last long.

>Fix:
I suggest a command-line options that will cause routed to NEVER
remove the default for any reason.

 I believe that routed is acting correctly; if you have an intermittent
 network connection you probably shouldn't be running routed in the
 first place.  If you can tell me why you need routed, then we can see
 if there's a way to make things work for you.

I believe routed to be acting correctly.  If you want to learn 
a default route over a PPP link, you should run a routing protocol 
on that link, or else not run a routing protocol at all.
