When booting, ISDN builds a connection for no reason

Symptom:

The ISDN connection to the provider is configured as Dial-On-Demand, and it works.

When booting, a connection is built independently, without a recognizable reason.

Cause:

IP addresses that cannot be locally resolved into host names have been configured. For example:

route tries repeatedly to determine the host name corresponding to an IP address
sendmail tries repeatedly to determine the host names corresponding to all configured interfaces (see ifconfig).

If these IP addresses are not locally resolvable with /etc/hosts, the name server will be contacted. The name server is usually at the provider's site.
