Answer:

Currently there are two ways to get Enlightenment (aka "E")- via a tarball
and a RPM.  Generally the RPM's are a revision or two behind in the
development tree.  Also there have been numerous reports of problems with
the RPM due to it's different and non-standard placement of files.  Lastly
since E is in development release, if you can't figure out how to compile
E and it's support programs, you're probably better off with a more stable
window manager. 

There are two main homepages devoted to E by two of it's key developers
which cover most of what you need to get E going:

1) By the author of E, the "Rasterman":

2) By one of the key developers of E, "Mandrake":
http://www.mandrake.net/e/

Note, to get E, you'll not only need the tarball for E, but IMLIB and
ImageMagick as well.

As of the writing of this FAQ, the second URL has the more recent updates
as the Rasterman is moving to the U.S. (to work at RedHat).
