Issue

Netscape Communicator 4.05 will add strange characters or not 
display characters in a text box. This applies to both dialog 
boxes and boxes on HTML forms. 

Response

This can be fixed by adding these lines to profile: 
LD_PRELOAD=/usr/lib/libBrokenLocale.so export LD_PRELOAD
