Unless they launched a full sized nuclear reactor into space, you couldn't get enough power to shoot a laser down, through the atmosphere, to light a damn thing on fire. I do believe these fires were set. But a gas station lighter is a far more believable candidate than a space death ray. Fire can behave in very unintuitive ways in something like a firestorm.
