@angristan That is one of the sad truth of Korea, all the development happens on Seoul (and nearby), ignoring the rest of countries. Well, half of the population lives around Seoul.

S Korea regulation allows ISPs to charge both side of internet connection — in non-technical word, when you send a letter, you pay for postage, and when the recipient get the letter, they ALSO pay for the postage. Simply ripping off everybody.
