Not sure if same in every state, in Alaska you are only required to identify yourself if you are stopped while driving, so they have your plates for cross reference if you refuse to present id.

if you say no they can detain youI am not sure if you are saying there is a causal relationship, or just a coincident one between these two events. In alaska they can detain you if they have cause whether you identify yourself when asked or not; so on that sense yes: if you say 'no' they can still detain you. But unless you are driving at the time, they cannot (or I should say 'should not' according to the law) detain you because you say 'no'.

I think it should be based more on rites of passage than a specific number of days of life. People mature at different rates. For instance, if you're still living in your folk's basement without a job and playing vidya all day at 30, it should still be illegal for anyone to bang you.

It’s not the devs responsibility to make code so bad actors can abuse the system.I had to read the whole thread because I thought you were saying this ironically. There should at least be error handling to drop the requests if thresholds are exceeded without taking the whole instance offline, that doesn't seem like too much to ask for 🤷‍♀️
